Rather than being limited to DC’s core heroes, such as the Trinity,this reformed Justice League will include every hero in DC’s current continuity in its ranks. The specific heroes Waid lists illustrate this, as they are all overlooked compared to most Justice League icons:

I want to bring in at least one character that hopefully is pretty new to newer readers. Whether that be Air Wave, or Doctor Occult, or Xanthe fromSpirit World. Some of those, I try in every issue to bring in at least one character that is functionally new to the DC Universe in the sense that we haven’t seen them for a long long time.

Doctor Occult predated Supermanin 1935’sNew Fun#6 by Jerry Siegel and Joe Shuster, though he hasn’t enjoyed the Man of Steel’s mainstream success since. Likewise, Air Wave is a deep-cut who recently rose from obscurity inWaid and Mora’sAbsolute Powerminiseries.

On finding characters to use in his Justice League lineup, Waid said the following:

I had to maintain a list of every single active superhero in the DC Universe. And that’s still a list I draw from. So, I’ve got it sort of segregated into three chunks. Again, the heavy hitters, the B-listers, and then the less known more obscure characters that I want to play off of. And so that list, the third part of that list, is very long and very interesting.

Waid addresses that oversight as he pulls from his extensive list of C-listers and D-listers. He won’t only add decades-old superheroes, either; Xanthe’s inclusion proves that newer characters will join this Justice League as well. Since appearing in 2023’sSpirit Worldby Alyssa Wong and Haining, thisunderrated magic userhas faded to the background, so standing alongside the Justice League will grant them much-needed visibility - and that’s precisely the goal of Waid and Mora’s series.
